At the DEA: Served as Diversion Enforcement Counsel, DEA Office of Chief Counsel. 55+ complex administrative enforcement actions across all registrant categories -- physicians, NPs, pharmacies, distributors, pharmaceutical manufacturers, importers. Directed investigative strategy; drafted and issued Orders to Show Cause and Immediate Suspension Orders; full motions practice; evidentiary hearings before DEA Administrative Law Judges; post-hearing briefing through the DEA Administrator's Final Order.

At the DOJ: Trial Attorney, Torts Branch, Vaccine Litigation Unit. Lead attorney in 85+ VICP cases representing the Secretary of HHS. Prepared and examined medical expert witnesses; negotiated settlements; argued an appeal before U.S. Court of Federal Claims.

## Vaccine Injury Compensation Practice (VICP)

Conditions represented: SIRVA (Shoulder Injury Related to Vaccine Administration) · Guillain-Barre Syndrome · Brachial Neuritis (Parsonage-Turner Syndrome) · off-table claims (Althen three-part causation standard).

Process: VICP claims filed as petitions in U.S. Court of Federal Claims, Office of Special Masters. Cases assigned to Special Masters. DOJ Trial Attorneys (representing Secretary of HHS) are the opposing party. Compensation paid from the Vaccine Injury Trust Fund (funded by $0.75/dose excise tax). Attorney fees and costs are compensated from the Fund in successful and some unsuccessful claims -- fees do not reduce client recovery.
